The
Secretariat of the International Federation of Red Cross and Red
Crescent Societies (IFRC) is organized into four Business groups in
Geneva and five Business Groups in the field, namely the Zone Offices
for Africa, Americas, Asia and the Pacific, Europe, and Middle East and
North Africa (MENA). The Africa Zone Business Group is organized through
regional representations covering the National Societies in Eastern
Africa, Southern Africa, West Coast, Sahel and Central Africa as well as
country representations in Ethiopia, Sudan, Republic of South Sudan,
Chad, Niger, Somalia and Zimbabwe, Central Africa Republic, Liberia. Job
Purpose
The situation in Sierra Leone is increasing with Ebola
cases on the rise, and an increased case load of treatment patients. The
IFRC has decided to scale up support in treatment, prevention and other
areas of community awareness to curb the current outbreak.
In
this, it is all the more imperative to recruit an IFRC Head of
Delegation for at least a further 12 months to coordinate the EVD
response in Sierra Leone.
Reporting to the West Coast Regional
Representative, the Head of Delegation will provide overall strategic
and operational leadership on the Ebola response in country and support
the coordination with the Sierra Leone RC for effective mobilisation and
deployment of Federation response for the Ebola outbreak.
The
Head of Delegation will Build effective cooperation and partnerships
with non RC/RC organisations and relevant organisations to support the
Sierra Leone RC programmes.
The Head of Delegation will work and
provide operational leadership for the ongoing Emergency Appeal for
Sierra Leone and keep the Head of Operations for Ebola updated. Job
Duties and Responsibilities
A - Coordinate, Cooperate and Form Strategic Partnerships.
1) Build effective cooperation and partnerships with non RC/RC organisations to support the Sierra Leone RC programmes;
2) Build effective cooperation and partnerships with relevant organisations to support the Sierra Leone RC programmes.
3).Maintain
relations with the Sierra Leone RC senior management counterparts at
all levels, as well as represent the Federation in the country linked to
NS strategy and S2020.
4).Ensure that processes are in place to promote learning and knowledge sharing between Sierra Leone RC and its partners.
5).Lead
resource mobilisation for National Society and Federation supported
operations as agreed with the Regional and Zone resource mobilisation
strategy.
B. Develop Effective International Representation and Advocacy:
1)
Monitor and analyse political, economic and social trends within the
country as they affect response work, and for planning purposes and for
keeping the Sierra Leone RC , Federation and partners informed.
2)
Support the implementation of policy objectives for advocacy,
communications and external relations for the country in line with
Federation global priorities.
3) Provide assistance to Sierra
Leone RC to develop effective advocacy, communications and external
relations and ensure that these build on and promote Movement wide
policies.
4) Ensure effective advocacy for Sierra Leone RC
priorities based on good relations with national authorities,
international organisations, donor governments and other organisations
represented in the country, as well as national and international media
with the approval of Sierra Leone RC.
5).Ensure effective cooperation and coordination with ICRC in representation, advocacy and security.
C. Respond appropriately to disasters
1) Lead in the coordination of all RCRC EVD related activities in Sierra Leone.
2)
Assume project manager responsibility of the Sierra Leone Ebola Virus
Disease Emergency Appeal. Including Budget Holder responsibilities.
3)
Guide the Operations manager and the ERU team leader in day-to-day
operations management tasks and provide senior management support to the
IFRC team.
4) Review existing assessment information,
recommendations and actions taken by Government authorities, Partner
National Societies (PNSs) and other key stakeholders such as MSF, WHO
and the CDC.
5) Continue to update the operational plan based on assessment information and the evolving situation.
6) Conduct field visits, where necessary, and identify any possible areas for new interventions.
7) Ensure timely and appropriate reporting and finance systems are in place
8) Assist the National Society in the response interventions as required.
9)
Assist in the revision of appeals, plans of actions and budget(s) in
coordination with the IFRC Sub regional office in Guinea and Zone Office
as required.
10) Support the NS with the possible use of any further Federation disaster response tools.
i.e
1) Coordinate the deployment of all Federation response tools such as FACT or ERU’s.
2)
Ensure that appropriate disaster preparedness and response mechanisms
are established in the country, both to support immediate and long term
effective disaster response and to build on and strengthen the Sierra
Leone RC capacity in this area;
3) Ensure good cooperation and
coordination with the regional and Zone – Disaster Management teams and
other technical Units in its support to the current Ebola response;
4) Ensure that resources are made available rapidly and efficiently to support Sierra Leone RC disaster response;
5)
Work with Disaster management teams, Sierra Leone RC and appropriate
authorities on the launch and management of an international appeal
where appropriate; and ensure that Movement Partners are on board.
6) Ensure regular update of trends analysis and anticipate any emerging disaster.
7)
Make regular security assessment update and ensure that processes,
mechanism and tools are in place to facilitate staff safety.
D. Laterals Relationships:
1)
Establish and ensure effective working relationships with the Regional
and Zone Officer(s) responsible for the support to the Sierra Leone RC
as well as provide operational leadership to the ongoing Emergency
Appeal.
2) Ensure effective reporting to the Regional office.
3) Ensure effective working relationships with National Society counterparts and leadership.
4)Participate in coordination meetings as organized by UNICEF, IASC Clusters, UNDAC, OCHA or other agencies.
5)Ensure effective working relationships with technical and services departments at Regional, Zonal and Geneva Secretariat level.
E. General Management
1)
Act as overall manager and coordinator ensuring effective working
relationships with technical and services departments at the
regional/Zone Office and Geneva Secretariat level providing appropriate
technical support and advice.
2) Provide day to day management of all staff reporting to the position.
3)
Ensure compliance with applicable laws to minimise risk of harm to the
Federation and its secretariat personnel, properties and resources.
4)
Contribute to upholding the Secretariats policies, procedures and
management system within her / his area of responsibility and support
their improvement and review as necessary.
5) Ensure sound
planning and reporting including financial management for areas under
her/his responsibility and ensure that all reports are submitted on time
and in line with reporting requirements and Federation standards.
Education
Relevant university degree
Basic Delegates Training Course or equivalent knowledge Experience
5 years’ experience of working for the Red Cross/Red Crescent Movement at level of HoD and in region
5 years’ experience of working for a humanitarian aid organisation in disaster management in developing countries.
5 years’ experience of analysing, planning, and managing relief and development programmes and resources.
Experience in emergency response and coordination
Experience of managing, coaching, and supporting staff.
Experience of acting in a senior representational role.
Experience in building organisational capacity and facilitating organisational change Knowledge, skills and languages
Knowledge of the International Red Cross & Red Crescent Movement.
