The International Federation of Red Cross and Red Crescent
Societies (IFRC) is the world's largest humanitarian organization, with
189 member National Societies. As part of the International Red Cross
and Red Crescent Movement, our work is guided by seven fundamental
principles; humanity, impartiality, neutrality, independence, voluntary
service, unity and universality.
Organizational Context
Since
March 2014, the IFRC has expanded its Ebola preparedness and response
activities to seven countries: Guinea, Liberia, Sierra Leone and Nigeria
for large scale response; and in Cote d’Ivoire, Mali and Senegal for
Ebola preparedness and control measures. In just three of these seven
countries, with support from IFRC Red Cross Societies in Sierra Leone,
Liberia and Guinea have engaged 4,203 trained volunteers to engage at
community level through social mobilization activities, psychosocial
support, dead body management and contact tracing. We have been
supporting their operations through the deployment of more than 150
international staff since March 2014. The Red Cross response is built on
five main activities: Social mobilization, Disinfection of houses,
Psycho Social Support, Contact tracing and Dead Body Management (DBM).
Furthermore, the Red Cross is involved in case management in Liberia and
Sierra Liberia and in transportation of the sick in Guinea. The
situation across the region is evolving rapidly, with security issues
occurring almost every day, new incidences and movement restrictions
imposed by neighbouring countries and air lines. With a large number of
delegates and RDRTs staff health and security is a concern. All efforts
are being made by all involved about focusing on stopping the outbreak
in 6 months, which is an ambitious plan; the alternative is, however,
scary. It is therefore time to ensure scaling up of a coherent and
coordinated RCRC approach across all the affected countries. The Deputy,
Head of Ebola Response and Coordination will provide support to the
Head of Regional Ebola Response and Coordination for the IFRC Africa
Ebola Virus Disease Management Unit, providing leadership, management
and support through the Ebola Management Unit to the affected countries.
Job Purpose
Deputise
the Head of Regional Ebola Operations and provide support in the
coordination of the IFRC Regional Ebola Virus Coordination Hub Unit,
providing leadership, management and support through the Ebola
Management Unit to the affected countries. He/she will under the
guidance of the Head of Regional Ebola Operation participate in the
development of the appropriate support and resources to effectively and
efficiently manage the response to the EVD providing a regional
overview, ensuring the coordination and streamlining of activities and
provide enhanced preparedness for the wider Africa context.
Job Duties and Responsibilities

Maintain contact with the Country Operations Managers in the
affected countries and support the management of Coordination and
Preparedness Emergency Appeal as per agreed division of tasks with the
Head of Regional Ebola Operations.

Support the Head of Regional Ebola Operations in providing overall
strategic leadership of the response as the disease outbreak;

In coordination with the Head of Regional Ebola Operations provide
support for the coordination of the country operations in all countries
with a response operation;

Be deputy manager of the regional hub, including supervision of
financial management and staffing, recruitment and management of local
staff and delegates.

Ensure regular contacts with the operations managers in the current and possible future EVD affected countries

Participate in internal and external coordination and representation
of the IFRC in various regional and continental fora fa as per agreed
division of labour with the Head of Regional Ebola Operations;
Education
University degree in development, humanitarian, political science or other relevant degree - Required Experience
5 years of experience working in humanitarian response and coordination. - Required
3 years of management experience - Required
Experience in managing large and multi-cultural teams - Required
Experience in humanitarian diplomacy - Required
RC/RC experience - Required
Training on security in emergencies - Required Knowledge, skills and languages
Knowledge of humanitarian affairs - Required
Knowledge of epidemiological outbreak control - Preferred
