The role
As a member of the Senior Management Team (SMT) in Cote d'Ivoire, the Director of Finance and Administration shares in the overall responsibility for the direction and coordination of the Country Office (CO). The Director of Finance and Administration in his/her capacity is responsible for finance administration, fiscal management, and financial and grant reporting, in both emergency and development programming contexts.

Qualifications and experience
-Recommended a minimum of 5 management experience in an INGO environment, of which three at a management level within the finance department of an international organization
-Experience of working in an emergency context
-CPA or equivalent degree (CA, ACMA, ACCA) strongly recommended
-Excellent understanding of business and financial planning including strategic modelling
-Excellent analytical skills - the ability to analyse complex financial data and design and produce effective management information
-Excellent experience of budgeting and budget management
-Excellent understanding of financial systems and procedures
-Strong business acumen and the ability to contribute to strategic decisions
-Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
-Experience of general administration work
-Strong communication and interpersonal skills
-Ability to manage a complex and diverse workload and to work to tight deadlines
-Ability to build a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary
-Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
-A full appreciation of the value of co-operation, both internationally and within a team environment
-Understanding of Save the Children's vision and mission and a commitment to its objectives and values
-Written and verbal fluency in French and English

The role
As a key member of the regional leadership team, you will take shared responsibility for the transformation of the region to a new operating model whilst also delivering Save the Children's strategy within the region. You will:
  • be the trusted partner of the Regional Director and his / her immediate team on all finance related matters
  • contribute to the development of multi-year strategic and operational plans, and be accountable for ensuring and monitoring delivery against the financial plans through targeted financial analytical review and best-in-class forecasting
  • develop the capacity of Country Office finance teams in order that they meet SCI finance and grants management operating standards and comply with SCI standard operating procedures
  • ensure that appropriate controls are in place across the region and that financial risk is minimised
  • enable appropriate operational and investment decisions to be made on the grounds of sound financial analysis.

Qualifications and experience
  • Qualified finance professional with financial management experience at a regional level within a complex global organisation
  • Experience of developing and building capacity in a regional finance function
  • Experience of implementing/working within strong control frameworks, where an audit background would be desirable
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mindsets
  • Ability to present complex financial information in a succinct and compelling manner
  • Experience of exposure to the non-for-profit sector and/or developing countries

The role
In 2013, the implementation of the Government of Niger 3N (Nigerien Nourish Nigerien) initiative is the opportunity for the thematic sector the make a significant breakthrough in our areas of interventions. Significant funding is already oriented towards this, and the Food Security and Livelihoods Adviser role will be key in ensuring that a dramatic change is made for the children of Niger.
Under the general direction and guidance of the Programme Quality and Design Director ensure all food security and livelihoods programming is of excellent technical quality, attracts significant donor funding and contributes significantly to national/global learning, advocacy and programme development. The post holder is expected to provide technical advice and support to project staff to ensure programming objectives are successfully achieved.
The post-holder shall also contribute to the development and/review of the country strategic direction and actively lead in the development of food security and livelihood policy and programme formulation.
Qualifications and experience

Essential
-Postgraduate qualification in discipline related to agricultural economics, development economics, agriculture, food security or other relevant discipline or commensurate work experience in lieu of postgraduate qualification.
-Significant international experience (at least 5 years) in food security and livelihoods programming in at least one country of the Sahel (ideally in Niger) with specific experience and/or advanced understanding of at least three of the following
-Strong commitment to capacity building of national staff and partners with willingness to adopt a participatory and consultative management approach.
-Significant international experience in relief and rehabilitation programmes in developing countries, with a focus on food security and livelihoods.
-Develop market based programming promoting a better nutrition for children and livelihoods development in an integrated approach
-Strong report writing skills, including experience in writing proposals and donor reports. For this excellent analytical skills and computer literacy is required.
-Extensive experience in data management and analysis, including data collection tools design, database design and management and data quality checks.
-Sound and mature understanding of rights-based approaches to development and participatory concepts and practical experience in similar context.
-Experience in establishing and working in partnership with civil society actors, government and international organisations.
-Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. Tact and diplomacy are essential.
-Ability to communicate and maintain tactful relations with relevant local authorities in politically sensitive environments.
-The ability to work closely in a team, be patient, adaptable, flexible, able to improvise and work in an environment that is often stressful and potentially volatile.
-Experience of working in insecure/conflict situations and security management.
-Willingness to travel regularly and in difficult circumstances.
-Sensitive to issues affecting children and committed to Save the Children Child Safeguarding Policy.
-Fluent in spoken and written French and English
Desirable
-Knowledge and understanding of SPHERE Standard and other principles of humanitarian work.
-Experience in promoting children's participation in programme design, implementation and evaluation.
-Good understanding of poverty reduction strategy framework and related processes.
-High knowledge of database management tools and data analysis tools (VBA programming, MySQL, Access, Advanced Excel functions)
- Knowledge and experience in Child Rights Based Programming approach and working experience in planning and response to large-scale food insecurity situations

-Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
-Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
-Experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure
-Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
-Ability to analyze information, evaluate options and to think and plan strategically
-An in-depth understanding of national and international development issues in particular in relation to children
-Previous experience of managing and developing a team and the ability to lead, motivate and develop others

The role
In this role you will be accountable for the financial management, analysis, and reporting to the countries in West and Central Africa region. The post holder will maintain a robust internal control and governance environment. You will proactively work with the regional finance director on key issues and opportunities (to improve), find and implement solutions at the country office level. You are also responsible for the stewardship of agency assets and reputation by ensuring compliance with local laws, regulations, and member/donor requirements whilst demonstrating exemplary financial leadership to the country finance teams.

Qualifications and experience
-At least 10 years of financial management experience in complex global organization with 2-3 years of relevant experience at regional level in similar capacity.
-Experience with one of SC's member in similar position will be an added value
-Experienced trainer with track record of training delivery in a complex global organization
-Self-evident inter-personal skills that cause senior managers to seek their help and counsel in resolving financial issues maturely and with minimal disruption
-The interpersonal skills to challenge poor practice constructively, and to give direct actionable feedback on control failures

The role
The Food Security & Livelihood Technical Coordinator post will initiate and oversee a strategy and a new portfolio of food security and livelihoods (FSL) programmes that reduce child hunger and prevent malnutrition in DRC (Democratic Republic of the Congo) using Save the Children's theory of change.
The Food Security & Livelihood Technical Coordinator will drive the establishment of a strategic way forward for the FSL work in the Save the Children DRC country programme, s/he will engage and proactively position Save the Children DRC and fundraise with donors, and when successful with securing funding opportunities s/he will recruit, mentor and supervise a good team of staff and manage the sector's portfolio of grants ensuring good quality and durable impact. S/He will undertake/support advocacy when appropriate.
The Food Security & Livelihood Technical Coordinator is expected to secure at least two grants of not less than one million pounds by the end of 2013, of which at least one to be secured by no later than mid-2013 based on an FSL strategy to be in place by March 2013. In the long term, by end of 2015 Save the Children DRC ambition is to have a portfolio of 3-5 million pounds (including substantial DFID funding) working in at least 2-3 areas with at least one example of proven impact preventing child malnutrition with an approach that can be scaled up.

Qualifications and experience
Essential:
- Experience of designing, implementing and analyzing FSL assessments and designing innovative and suitable interventions.
- At least 5 years experience in managing FSL programmes in humanitarian and/or post crisis contexts.
- Demonstrable understanding of technical issues in FSL programming and their contribution to improving livelihoods, reducing child hunger and malnutrition.
- A track record of raising institutional funds from donors for FSL thematic programmes.
- Familiar with key donor approaches (EC, ECHO, DFID, USAID/OFDA, World Bank, UN system) and funding modalities.
- Demonstrable monitoring and evaluation skills.
- Experience in budget development and management.
- Demonstrable understanding of the relationships between food security, livelihoods, nutrition and health.
- Demonstrable understanding of gender and equity analyses.
- Ability to work both in an advisory and implementation capacity.
- Excellent communication skills
- Fluency in both French and English, for oral and written communication.
- Proven capacity to supervise, train and coach staff.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy; capacity and willingness to be flexible and accommodating in difficult working circumstances.
- IT skills required.
Desirable:
- Post-graduate level in a discipline relevant to FSL.
- Experience in using the Household Economy Analysis approach.
- Knowledge of DRC and/or central and/or west Africa region.
- Experience of social protection programming and experience of working with Save the Children.
