The role
The Food Security & Livelihood Technical Coordinator post will initiate and oversee a strategy and a new portfolio of food security and livelihoods (FSL) programmes that reduce child hunger and prevent malnutrition in DRC (Democratic Republic of the Congo) using Save the Children's theory of change.
The Food Security & Livelihood Technical Coordinator will drive the establishment of a strategic way forward for the FSL work in the Save the Children DRC country programme, s/he will engage and proactively position Save the Children DRC and fundraise with donors, and when successful with securing funding opportunities s/he will recruit, mentor and supervise a good team of staff and manage the sector's portfolio of grants ensuring good quality and durable impact. S/He will undertake/support advocacy when appropriate.
The Food Security & Livelihood Technical Coordinator is expected to secure at least two grants of not less than one million pounds by the end of 2013, of which at least one to be secured by no later than mid-2013 based on an FSL strategy to be in place by March 2013. In the long term, by end of 2015 Save the Children DRC ambition is to have a portfolio of 3-5 million pounds (including substantial DFID funding) working in at least 2-3 areas with at least one example of proven impact preventing child malnutrition with an approach that can be scaled up.
Qualifications and experience
Essential:
- Experience of designing, implementing and analyzing FSL assessments and designing innovative and suitable interventions.
- At least 5 years experience in managing FSL programmes in humanitarian and/or post crisis contexts.
- Demonstrable understanding of technical issues in FSL programming and their contribution to improving livelihoods, reducing child hunger and malnutrition.
- A track record of raising institutional funds from donors for FSL thematic programmes.
- Familiar with key donor approaches (EC, ECHO, DFID, USAID/OFDA, World Bank, UN system) and funding modalities.
- Demonstrable monitoring and evaluation skills.
- Experience in budget development and management.
- Demonstrable understanding of the relationships between food security, livelihoods, nutrition and health.
- Demonstrable understanding of gender and equity analyses.
- Ability to work both in an advisory and implementation capacity.
- Excellent communication skills
- Fluency in both French and English, for oral and written communication.
- Proven capacity to supervise, train and coach staff.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy; capacity and willingness to be flexible and accommodating in difficult working circumstances.
- IT skills required.
Desirable:
- Post-graduate level in a discipline relevant to FSL.
- Experience in using the Household Economy Analysis approach.
- Knowledge of DRC and/or central and/or west Africa region.
- Experience of social protection programming and experience of working with Save the Children.
