The
International Federation of Red Cross and Red Crescent Societies (IFRC)

emergences in order to meet the needs and improve the lives of

major challenges that confront humanity in the present decade. Since
early 2014, an outbreak of Ebola Virus Disease (EVD), unprecedented in
both scale and spread has affected five West African Countries with more
than 8,000 cases and more than 3,000 deaths. The IFRC is coordinating
its response through the IFRC Ebola management unit in Conakry, Guinea
which is overall responsible for all response and preparedness activity
related to the outbreak.
Job Purpose
As
part of the IFRC Ebola Management Unit, The Ebola Preparedness Delegate
will support the head of Regional Ebola Operations in ensuring that
National Societies in countries in risk of a spread of the current EVD
outbreak have been receiving the necessary support from the IFRC to
complement their public authorities in preventive measures and
contingency planning. During the last six months of the outbreak,
allocations from the IFRC DREF have supported more than 10 national
societies for preparedness activities and substantial guidance has
already been developed at global level. At this stage, these
preparedness interventions have not yet been reviewed, and considering
the constant evolution of the outbreak, the preparedness guidance need
to remain flexible and frequently updated. A number of regional events
for training of NS have been conducted or are being planned, ensuring
that NS have the necessary knowledge of Ebola and the role of the
movement in this outbreak. The Preparedness Delegate will ensure that
all Ebola preparedness initiatives supported by the IFRC are implemented
as effective and efficient as possible.
Job Duties and Responsibilities
•
In coordination with the head of Regional Ebola Operation and the
Disaster management Unit (DMU) for Africa, define and maintain criteria
for allocation of preparedness grants from the IFRC Ebola preparedness
fund
• Based on risk analysis, provide recommendation on Ebola preparedness intervention areas and activities
• Work directly with national societies at risk to develop country
level preparedness planning, including requests for resources.
• Participate in reviews of current IFRC Ebola preparedness operations
• Provide NSs with technical advice to improve DM systems and structures;
• Support NSs with advice and training on preparedness systems, including contingency planning for possible outbreaks;
• Support surge training for RDRTs and potentially national level staff and volunteers
• Work with IFRC regional representations to support regional preparedness initiatives
• In coordination with logistics and health colleagues, plan and manage pre-positioning of Ebola response related materials.
• Support for recovery planning process, including initial livelihoods
and health recovery assessments and resulting programme planning and
coordination
Education
University degree in relevant
discipline (Disaster risk management, conflict management, development
planning, disaster risk reduction, Humanitarian Affairs, etc.).
Basic Delegates Training Course / IMPACT
Experience
5 years experience of capacity and vulnerability assessment, management, evaluation and monitoring of programmes.
3 years experience of working for a humanitarian aid organisation in a developing country.
Experience of producing narrative & financial reports.
Experience of planning and managing a budget.
Experience of managing & supporting staff.
Experience of representation & liaison.
Minimum of 3 years work experience with the Red Cross/Red Crescent Movement, and/or with a National Society.
Minimum of 3 years experience in managing relations with donors and partners.
Work experience with other international organisations, large NGOs
and/or governmental development agencies. Knowledge, skills and
languages
Ability to work in a diverse cultural context.
Strong knowledge of information sharing tools, and the ability to implement them.
Highly organised and able to work independently and proactively, with ability to work in team.
Overall understanding of budget and finance management.
Demonstrated skill in analytical and strategic thinking.
Skills in training and developing staff.
Self-supporting in computers (Windows, spreadsheets, word-processing.
