Consultancy Title: Consultant to Facilitate a Construction Workshop
Terms of Reference
Background
As part of UNICEF’ supply community strategy, a workshop on Planning and Managing Construction Projects will be run in Dakar (Senegal) between 3 and 5 September 2014. The workshop will be delivered in French, aiming at building capacity at Francophone UNICEF country offices on planning and managing construction projects. Relevant procedures, requirements, roles and responsibilities of parties involved, as well as tools for planning and managing construction projects will be discussed in the workshop. Upon completion of the workshop, participants shall be familiar with procedures, resources and tools for managing construction projects; and shall be able to prepare effective ToR for construction projects that respond to programmatic needs, realistic resources, procurement procedures and that reduce risks during implementation. The workshop is organised for 25 to 30 participants. Participants’ knowledge on construction will vary significantly, as the workshop is open for construction specialists, as well as for specialists on procurement and on programmatic topics (education, WASH, health, etc.). In order to address this diversity of backgrounds, the workshop will combine theoretical lectures, practical group exercises and discussion sessions.
In that context, UNICEF Supply Division requires a Consultant for preparing workshop material and facilitating workshop sessions. The consultant shall be expert in construction project manager, with solid experience preparing and facilitating workshops to a diverse audience. The consultant shall also have a good understanding of UNICEF practices including programme and procurement procedures.
Objective
The Consultant will develop and facilitate sessions on the following topics:
Construction cycle
(conceptualization of construction project flow from initiation to handing-over). Supply Division will provide relevant material in English to the Consultant. The Consultant will review the material, prepare a 60 minutes presentation and handout material in French and deliver the session. The presentation time (60 minutes) shall include time for answering questions from participants.
Terms of Reference for construction projects
(project background, justification of UNICEF’s involvement, scope of works, parties involved, costs estimates and timeline, project requirements, procurement strategy, etc.). Supply Division will provide relevant material in English to the Consultant. The Consultant will review the material, prepare a 60 minutes presentation and handout material in French and deliver the session. The presentation time (60 minutes) shall include time for questions from participants. In addition, the Consultant will also prepare a group exercise on the topic. The exercise will include a 15 minute introduction including answering questions from participants, answering questions during the exercise session (60 minutes), and facilitating groups’ presentations (75 minutes).
Roles and responsibilities of parties involved in a construction project
(risk apportioning). Based on a desk review of the concept, the Consultant will prepare handout material in French. The Consultant will also prepare a group exercise on the topic. The exercise will include a 15 minute introduction including answering questions from participants, answering questions during the exercise session (60 minutes), and facilitating groups’ presentations (75 minutes).
Managing construction projects
(project planning, procurement and contracting, overall monitoring and coordination, reporting, etc.). Supply Division will provide relevant material in English to the Consultant. The Consultant will review the material, prepare two 60 minutes presentations and handout material in French. The first session will focus on project management and the second session will present tools and resources for managing construction works. The Consultant will also deliver both sessions, each one of 60 minutes, including time for questions from participants. In addition, the Consultant will prepare a group exercise on the topic. The exercise will include a 15 minute introduction including answering questions from participants, answering questions during the exercise session (75 minutes), and facilitating groups’ presentations (75 minutes).
Risk mitigation mechanisms
(apportioning of risks, site visits, site diary, progress meetings, etc.). The Consultant will prepare a 60 minutes presentation and handout material in French and deliver the session. The presentation time (60 minutes) shall include time for questions from participants.
Deliverables
The Consultant shall submit a concept note on the topic sessions described above for Workshop Coordinator’s approval one week before the initiation of the workshop. The concept note shall include structure of the subjects to be presented in each topic session, and a list of references if relevant.
The Consultant shall submit the handouts of each presentation and written instructions for each group exercise one week before the initiation of the workshop.
The Consultant shall submit a list of technical aid required for the presentations and group exercises (e.g. computer, projector, flipchart, office supplies, etc.) one week prior the initiation of the workshop.
Upon completion of the workshop, the Consultant shall submit a final report in an electronic version. The final report shall include: a) a concise description of the sessions delivered including content, methods applied and summarising the main questions and comments from participants; b) conclusions and a short reflection on possible improvements to the session; and c) training evaluation forms filled in by participants.
Logistics and equipment:
Location: The consultancy is divided in 2 parts: a home-based part for the development of material, and a part in UNICEF Regional Offices in Dakar during the delivery of the workshop.
Start Date: 15 August, 2014.
Duration: 10 full-time working days, including 7 full-time equivalent days for developing workshop material (15 – 29 Augusts, 2014), and 3 full-time days for delivering sessions in the workshop (3 – 5 September, 2014). The consultancy does not include time for traveling to Dakar.
Reporting to: Contract Specialists – Construction, UNICEF Supply Division, Copenhagen.
Financial arrangements: Payment will be disbursed in one instalment upon submission and approval of deliverables and certification by Workshop Coordinator, that the services have been satisfactorily performed.
DSA and Air Tickets: UNICEF will provide DSA for Dakar and air ticket from home-based to Dakar in the most direct and economic route in economy class.
Handout documents: UNICEF will print all handouts and instructions for group exercises.
Exit and penalty provision: In the event the Consultant fails to deliver its work on time or with the expected quality outcomes, UNICEF and the Consultant may opt to terminate the contract on mutually agreeable terms.
Profil recherché:
Candidates shall have:
Minimum five years professional experience on construction project management
Master Degree in civil engineering, architecture, or relevant disciplines
Experience in the development and delivery of training material on construction project management
Excellent written and verbal communication skills in French
Field experience in the implementation of construction works and services with UNICEF will be an advantage
Experience with procurement of construction works and services with UNICEF will be an advantage
Competencies
Candidates are expected to demonstrate the following competencies that are considered to be necessary to this consultancy:
Excellent report writing and presentation skills particularly for reporting and developing analytical and informative materials for internal and external audiences
Demonstrated communication and relationship building skills.
Proven capacity to work with and coordinate collaborative teams across different locations and with different technical skills.
