INTRODUCTION
Femmes Africa Solidarité (FAS) is searching for a Monitoring and Evaluation (M&E) Officer based in the Regional Office in Dakar to develop and coordinate the M&E department. Under the general supervision of the Programme Director, in collaboration with the Programme Coordinator and with the support of all FAS staff, the M&E Officer is responsible for monitoring and evaluating FAS’ programmes, its activities and office functions and also helping to develop its organizational capacity.
BACKGROUND AND JUSTIFICATION
In August 2010, FAS reviewed its monitoring and evaluation system in order to identify ways of improving it and further adapted it to a result based management (RBM). The process helped formalize and strengthen good practices that FAS has been using since its creation in 1996. Additionally, it has allowed for a new component such as the development of templates so as to facilitate FAS staff’s project management and reporting.
Programme planning, monitoring and evaluation as well as reporting come together as RBM. RBM aims at importing management effectiveness and accountability by defining realistic expected results, monitoring progress toward their achievement and integrating lessons learned into managing decision and reporting on performance. RBM has been adopted by many multilateral development organizations, bilateral development and public administrations throughout the world. As such, the hired M&E officer will essentially focus on planning, monitoring and evaluating to assess efficient, effective and impactful policies and actions for FAS.
GENERAL OBJECTIVES
The M&E Officer will conduct the M&E of FAS programmes. By providing indicators guidelines, monitoring mechanisms and evaluation tools, he/she will ensure the reporting schemes to the donors requirements and for knowledge sharing.
In addition, he/ she will assess long-term indicators to FAS programme aspects at the policy level as well as grassroots and will aim to organize the Monitoring and Evaluation system within FAS by liaising with the FAS regional office, the New York representatives, the Geneva Task Force and affiliate organisations, to assess outcomes and to receive inputs on Monitoring and Evaluation. Additionally, the M&E Officer will help follow-up the evaluation study of FAS activities over the past ten years and focus on extracting results from past and current projects.
ROLES AND RESPONSIBILITIES
· Identify any appropriate tools for evaluating FAS activities and advocacy programme. The M&E activities will be linked to events organized by and/or those in which FAS participates;
· Follow the development of the activities in liaison with FAS offices, members, networks and partners;
· Draft reports for institutions and donors and collect any official reports produced by organisers for specific events/activities;
· Extract, provide results from past and current projects and support substantive accountability to governments, beneficiaries, donors, other partners and stakeholders, as well as FAS Board and committees;
· Help in assessing the objectives and expected results of each activity and follow up on and keep track of event/activity reports for recording and reviewing of results;
· Prompt corrective action to ensure informed decision making and provide effective measures for promoting a culture of results orientation by ensuring that persons are accountable for both the results achieved and their actions and behaviour;
· Promote awareness of the risks and opportunities and provide managers, staff, stakeholders and partners with tools to mitigate risks or pursue opportunities;
· Organize and lead monthly M&E staff meetings and internal self-monitoring and evaluation with team members; conduct team building workshops in self-evaluations in order to review performance and improve organisational capacity;
· Monitor relevant International Resolutions and Charters such as the UNSC Resolution 1325 (2000), The Solemn Declaration Index (SDI) (2013);
· Revise and update the M&E system to ensure continuing improvement in its effectiveness.
Profil recherché:
· Masters Degree or Higher in Development, Peacebuilding, Political Science or any related field;
· Experience with M&E (At least five years);
· Detail-oriented with excellent follow-through skills, solid-computing skills and with an administrative and documentation experience;
· Provision of sample of work already done in the past should be sent along with CV;
· Ability to produce a project design within deadlines, under the requirements and guidelines of FAS;
· Knowledge in programme design and implementation.

While the Regional Office in Dakar focuses on operational activities of FAS programmes, FAS International Secretariat and NY Liaison Offices are rather involved in advocacy activities taking place in those locations. The FAS PanAfrican Centre for Gender, Peace and Development (PAC), is the centre of excellence established by Femmes Africa Solidaté in 2006 that provides advanced training and research in Peacebulding and Development issues with an emphasis on gender.
