Context:
IOM has been present in Morocco since the early 2000’s; Morocco has been a Member State of the Organization since 1998 and a Headquarters Agreement was signed in July 2006 which led to the opening of diplomatic IOM representation in January 2007 in Rabat.
Since 2012 IOM has been implementing the USAID-funded programme "Favorable Opportunities to Reinforce Self-Advancement for Today's Youth (FORSATY)" in the region of Tangier and Tétouan in the north of Morocco. This programme is being implemented in close collaboration with Government of Morocco ministry partners and with local nongovernmental organizations. The programme aims to prevent delinquency and reduce recidivism among targeted youth in selected areas of Tangier and Tétouan.
The main expected outcome of the programme is that marginalized youth from Tangier and Tétouan are able to better access economic and social opportunities, share in economic growth, live healthy lives, and contribute to the well-being of their households, community, and the country as a whole.
Using a “positive youth development” approach, youth in selected neighborhoods benefit from education, life skills, and other youth-friendly services with the goal of ensuring school success and/or reintegration, access to vocational training and/or employment placements.
To ensure sustainability of the quality of services provided to target youth populations, the programme focuses programming on youth-serving institutions to improve their ability to approach youth. These efforts will develop tailored programmes for at-risk youth.
The overall goal is that marginalized youth in peri-urban neighborhoods at risk for extremist activity are not open to such messaging and actors; rather marginalized youth are integrated to become productive citizens. Concretely, the project aims at:
Building youth assets;
Ensuring that elected officials implement policies that benefit marginalized youth;
Youth finding jobs.
In this context, IOM Morocco is seeking a Programme Manager/Chief of Party to be based in Tangier. Under the direct supervision of the Chief of Mission (CoM), the Programme Manager will be responsible for overall programme management and implementation and will provide technical direction in order to achieve programme objectives.
Core Functions / Responsibilities:
Manage the programme strategy and implementation modalities in coordination with USAID, beneficiary communities and other relevant stakeholders.
Ensure the programme reaches its goal that marginalized youth in selected peri-urban neighborhoods of Tangier and Tétouan at risk for violent extremist activity are not open to violent extremist messaging and actors.
Ensure successful implementation of the three programme purposes, supporting marginalized youth to be integrated and become productive citizens.
Supervise and coordinate team members; clearly communicate to ensure coherence among programme activities in both locations and across all sectors (livelihoods, education and capacity building of NGOs). Develop the strategic plan and action plan and manage all results oriented activities related to the implementation of the programme.
Retain and grow relationships with the donor - USAID - and all programme partners, including the local Government, the association partners, United Nations partners, etc.
Ensure the programme develops and maintains ongoing relationship and dialogue with targeted youth as well as youth serving organizations. Ensure a participatory involvement of targeted youth both in the development and vetting of activities.
Develop and apply monitoring and evaluation systems which enable to produce reliable and timely reports showing progress in comparison with expenditures.
Supervise the tracking of all programme expenditures to ensure budget recommendations are met and that all funds are spent in accordance with IOM standards and donor expectations.
Ensure efficient and effective program implementation by adhering to both USAID and IOM rules and regulations.
Participate in relevant meetings with partners, including with organizations involved in the United Nations system.
Responsible for regular reporting on the programme to USAID, including all financial and narrative requirements.
Consult with and provide regular ongoing reports, advice and recommendations to the IOM Chief of Mission in regards to activities, issues and progress of the programme.
Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
· Master’s degree in Business Administration, Social Sciences, or a related field from an accredited academic institution with five years of relevant professional experience; or
· University degree in the above fields with seven years of relevant professional experience.
Experience
· Experience in managing multi-sectoral projects with a minimum of five years of experience working in the field of youth development;
· Experience in results-based project management;
· Experience in managing staff, scheduling and deployment of resources, project evaluation and assessment;
· Excellent knowledge of USAID rules and regulations; previous experience in implementing USAID and/or other internationally-funded projects;
· Demonstrated skill in strategic and programme planning;
· Strong coordination, monitoring and evaluation, analytical, project development, liaison and reporting skills;
· Strong skills in managing complex institutional relationships and interactions among a variety of entities;
· Knowledge of Morocco and/or the Middle East and North Africa an advantage.
Languages
Fluency in English and French are required. Working knowledge of Arabic or Spanish an advantage.
