AECOM recrute: Regional Program Manager Mali

In January 2013, USAID/OTI launched the Mali Transition Initiative (MTI), also known as, Programme d’Appui à la Transition du Mali (PAT-M), to help support the transition to democracy and long-term development. In line with the U.S. Government’s foreign policy objectives in Mali, USAID/OTI’s overall goal is to assist in the implementation of Mali’s “Roadmap for Political Transition” which includes support to national reconciliation and the reintegration and stabilization of northern Mali.
With the restoration of democracy in Mali in August 2013, OTI re-targeted its objectives to foster conditions for peaceful coexistence through reconciliation and empowering representative democracy by:
• Increasing citizen confidence in and information about the democratic process and governance;
• And promoting reconciliation and social cohesion aimed at addressing drivers of conflict.
AECOM and OTI jointly manage the MTI program, which is implemented through a diverse portfolio of strategic activities comprised of small grants, largely awarded in-kind, and short-term technical assistance (STTA) and direct delivery of goods and services (DDGS) activities.
The position will be based in Timbuktu, Mali.
Scope of work
The Regional Program Manager (RPM) will report to the Chief of Party of the MTI program and manage the development of the overall regional program strategy and review of activity ideas generated by AECOM staff, local partners, and international organizations. S/he will also oversee the identification of potential grantees, partners, and the development and implementation of small activities. Other responsibilities will include advising the COP and USAID on the evolution of the local political, security, and economic situation and on how to continuously adapt the OTI program in the region to ensure that it remains relevant and effective. The RPM will oversee the implementation and monitoring of each activity idea and clusters of activities from conception through closure, and ensure that activities, activity documentation, and monitoring and evaluation reports are accurately captured and shared with the Bamako office and USAID/OTI. S/he will also supervise enforcement of proper financial, procurement, administrative, and policies and procedures and reporting of the field office are followed.
Duties and Responsibilities
Coordinate with the COP, who is responsible for coherence of program strategy and project development program-wide; he/she will supervise the Projects Officers and the activity implementation and support staff in his/her respective offices;
Directly supervise program implementation staff to identify local grantees and partners, consultants, and other program implementers, and develop targeted, high-impact activities which meet the objectives of the program;
Conduct frequent meetings to review and discuss status of activity development and implementation and determine next steps;
Supervise and ensure proper preparation and filing of all activity documents, updating of the activities database, and ensuring all necessary documents are uploaded to OTI/Anywhere and that hard- and soft-copy files are established, updated, and complete;
Collaborate with the Information Reporting and Learning Specialist to develop, monitor, evaluate and recommend how activities and clusters of activities can be monitored and evaluated;
Undertake analysis of the context to develop program activities and strategies in the region and Mali in collaboration with the Chief of Party, activity management team staff, and USAID/OTI;
Contribute to and update all required reports, documents, success stories, idea tracker, activities, tracker, and other program-related and program-management files;
Develop and maintain collaborative relationships with all MTI offices, OTI, local partners, grantees, local government authorities, subcontractors, international NGOs, donors, UN, and other key stakeholders;
Ensure that the field offices maintain compliance with USAID regulations and AECOM policies and procedures with regard to activity implementation, procurement, financial management and overall office management.
Directly supervise the Projects Officer and indirectly all activity management team staff, the ICT Specialist, and provide direct oversight to and day-to-day support for the management of all functions carried out in the regional office with special focus on the effective management of program activities;
Support all field office staff to effectively manage and distribute the workload and priorities through effective collaboration and team work; prepare financial projections for TAP activities and operations expenses in close coordination with the COP and operations staff;
Coordinate with operations staff, as appropriate, for activity implementation to ensure that all procurement, finance, logistics, and programmatic aspects of each activity are being implemented on-time and in accordance with the specifications of the approved activity;
Supervise and ensure proper and timely implementation of procurement processes in accordance with the MTI operations manual, activities management guide, procedures in place, and notably through the effective use of AECOM’s web-based operations management platform OneSource, OTI activities database and OTI/Anywhere.
Perform other duties and activities, as required, for the successful management of the regional office and effective implementation, monitoring, and evaluation of the program strategy;
Any other duties assigned by the COP.
Qualifications Summary
Have a minimum of five (5) to ten (10) years professional experience (including at least one to two years of supervisory experience) working in complex, insecure, and challenging field operational contexts;
Have prior experience demonstrating the skills required to fulfill the full range of responsibilities outlined above for the RPM; it is highly desirable that the RPM has prior work experience with AECOM, on OTI programs and can demonstrate fluency with OTI culture and approach to a collaborative program development and implementation approach;
Have demonstrable prior working experience on donor-funded programs; it is highly desirable that this include experience post-conflict/post political crisis transition programming;
Have demonstrable prior work experience in programs requiring community-level engagement;
Demonstrated supervisory experience;
A Bachelor’s degree or higher in a relevant field is required;
Demonstrated fluency in French and English is required;
Demonstrated capacities in Microsoft Word, Excel, and Access and web-based information management tools.
Experience working in West Africa is preferred, experience working in Mali highly desirable.
