Monitoring and Evaluation Specialist, Legislative Strengthening Program, Abidjan, Cote d’Ivoire
Project Summary:
The USAID-funded Legislative Strengthening Program provides institutional support to develop the legislative and oversight capacities of the National Assembly of Cote d'Ivoire. The program also supports engagement between a select group of National Assembly deputies and their constituencies to promote better constituent representation and improve community service delivery.
Position Summary:
The Monitoring and Evaluation Specialist will be responsible for:(1) day-to-day organization, collection, verification, analysis and safe guarding of the program’s monitoring & evaluation (M&E)and performance indicator data; (2)drafting of performance monitoring section of the program’s progress reports and (3) regular updating of the M&E and PMP tracker tables. In collaboration with the Chief of Party (COP) and Deputy Chief of Party (DCOP), s/he will also participate in (4) annual review of the Performance Monitoring Plan (PMP)and Monitoring and Evaluation Plan (MEP);and (5) will oversee development and implementation of various M&E and PMP tools, procedures and system and preparation of ad-hoc analytical reports. S/he will report to the DCOP. This is a one-year contract with the possibility of extension through 2017.
**Please note: Only Ivorian citizens are eligible for this position.**
Responsibilities:
Provide day to day oversight of the program’s Monitoring and &Evaluation Plan and of the Performance Monitoring Plan and participate in their annual review.
Develop orientation and training materials for LSP team members on LSP M&E and PMP data collection tools, procedures, accurate reporting and documentation of LSP activities.
Ensure timely and accurate collection of M&E and PMP data and all supporting documentation.
Update and maintain on a daily basis LSP M&E and PMP data and documentation and provide updated reports to LSP home office.
Draft LSP M&E and PMP quarterly and annual reports.
Provide technical support for performance planning, monitoring, data validations, quality controls, accountability mechanisms, results reporting, assessments, and evaluation protocols or tools for LSP team.
Provide technical support in preparation of evaluation related Scope of Work (SOWs) for LSP’s sub-contractor as directed by the DCOP.
Provide technical support in the analysis of proposed evaluation and survey related methodologies, tools, analysis and finding as directed by the DCOP.
Qualifications:
Minimum 3 years of experience in an M&E position under a USAID-funded program or 5 years in another donor funded program, preferably within a democracy and governance program area.
Bachelor’s degree in a relevant field strongly preferred.
Prior experience with survey design and participatory evaluation required.
Practical knowledge of USAID evaluation framework, directives and tools required.
Practical knowledge of MS Office software required, some programming experience preferred.
Excellent organizational skills and attention to detail.
Excellent verbal and written French and English language skills required.
