The Centre for Humanitarian Dialogue (the HD Centre) is a private
diplomacy organisation founded on the principles of humanity,
impartiality and independence. Its mission is to help prevent, mitigate,
and resolve armed conflict through dialogue and mediation. The HD
Centre is looking for an:
****Office Administration and Accounting Manager****
for
its programme of work in Mali and in the Sahel region. Based in Bamako
and reporting to the Project Manager in Bamako as well as co-ordinating
with the Francophone Africa regional Co-ordinator in Geneva, the Office
Administration and Accounting Manager will ensure the smooth running of
the HD Centre’s office in Mali with regards to logistics, finance, as
well as general and personnel administration. In particular, s/he will:

Set-up the administrative structure to support the HD Centre’s operations in Mali and in the Sahel region;

Ensure compliance with the HD Centre’s standards, policies, procedures, as well as with the HD Centre’s internal controls;

Prepare the monthly office report package for the headquarters
office ensuring that all financial transactions have adequate supporting
documentation and signatures;

Manage the office’s local bank account and petty cash; prepare bank
reconciliations on a monthly basis and process cash payments;

Review, monitor and follow-up on donors requirements;
-
Support the preparation of project budgets, forecasts and audits; provide support before and during audits;

Control and process invoices and expense claims as per the HD Centre’s travel policy;
-
Act as a liaison person with the Malian government agencies (tax / labour authorities, etc…) and the auditors;

Oversee logistics and maintenance of the office; manage inventory and procurement;
-
Organise travel arrangements for the HD Centre’s employees,
consultants and invited guests in the Sahel region, including booking of
flights, transfers, visa applications, accommodation and meeting
places;

Manage personnel administration, including payroll, consultants files and leave balances;

Organise induction programmes for new staff and consultants and
brief employees and consultants on the HD Centre’s policies and
procedures;
Qualifications: The relevant candidate should have a
university degree in finance and administration, as well as at least
seven years of relevant experience, in a generalist function, managing
accounting, personnel administration and logistics; prior experience of
working in an international environment, independently but in
co-ordination with relevant departments at headquarters; and knowledge
of local labour laws as well as of the not-for-profit sector. Prior
experience in payroll processing would be an asset. The successful
candidate should possess strong command of written and spoken English,
in addition to being fluent in French. Excellent knowledge of Microsoft
office suite is also required.
Personality: The
successful candidate should be structured, flexible and detail-oriented.
S/he should have excellent organisational skills and the ability to
prioritise and meet deadlines. S/he should be a team player with solid
communication skills.
