The ChildFund International RECRUTE: Emergency Team Leader (ETL) - West Africa Region

The ChildFund International/USA West Africa Regional Office (WAfRO) is seeking an Emergency Team Leader (ETL) to lead the response to the Ebola outbreak in the Region. S/He will be responsible for managing the Emergency Response Team (ERT), all assessments and interventions related to the response, as well as ensuring full collaboration and maintenance of coordination with and between the appropriate ChildFund International National, Regional, and International Offices (NO, RO, and IO, respectively). The ETL will coordinate directly and regularly with the Regional Director (RD, based in Dakar, Senegal) to discuss, evaluate, plan, and resource the assessment and response interventions. The ETL will cooperate with the RD and others as need be to ensure the response is in line with the Regional Ebola response strategy (see attached for reference). The ETL will ensure that appropriate systems and support mechanisms are in place to track, analyze and report on results as well as engagement with senior management on the strategic direction of the overall Ebola response.
Specific Responsibilities:
The ETL will be line managed by and report to the Field Operations Support Director (FOSD) (who is also the Head of the Emergency Management Unit (EMU)), with a dotted line to the West Africa RD for the duration of the assignment.
Leadership and Management
Provide leadership and direction for the ERT in cooperation with the EMU and all other stakeholders.
Coordinate and manage the Regional Emergency Response Team.(RERT); to include at least 2 other direct reports: Emergency Program Coordinator (EPC) and Proposal & Grants Coordinator (PGC).
Lead and/or participate in the Global Emergency Response Team (GERT) weekly meeting, as determined by mutual agreement with FOSD.
Provide a weekly update report of the response to the FOSD, according to a mutually agreed schedule.
Cooperate with the ChildFund Regional Office on the overall response.
Ensure coordination between the ERT and all other stakeholders.
Ensure the ERT coordinates efforts in the most effective manner.
Provide key recommendations on the interventions to be undertaken.
Responsible for maintaining contact with the EMU, Regional Director and team through the provision of regular updates and reports.
Provide recommendations on the composition of the RERT and additional team members required to successfully carry-out the response.
Participate in reviews and assessments as necessary.
To onboard new members to the ERT, and support the connections between Team members and those outside the Team.
Ensure that the ERT follows and advises on the safety and security guidelines particular to this response, in addition to the standard set of ChildFund policy and procedures.
Build Networks
Primary contact on the Emergency Response for ChildFund to external agencies, National and local governments, other NGOs, etc.
Lead or support appropriate UN cluster and other sectoral specific partner meetings on the Ebola response.
In collaboration with the RD, represent ChildFund in coordination and planning meetings within and outside the Response area and submit regular briefing notes to EMU, and Regional Office.
Support the establishment/ strengthening of ChildFund’s contacts with bi-lateral and donor agencies such as UN agencies, including UNICEF, WHO, government bodies, WHO, US Government, local and international NGOs, CBOs, and other players at the National and Regional levels.
Build strategic partnerships with donors represented in the country.
Provide inputs and guidance for advocacy by ChildFund to relevant networks.
Liaise with NDs and DES Focal Persons in Guinea, Liberia, Sierra Leone, The Gambia, and Senegal on the methodologies and results of ongoing assessments and interventions in these NOs.
Liaise with other operational ChildFund Alliance member national offices in the West Africa region to align strategies and practices.
Intervention and Response
Ensure effective coordination amongst NO’s of currently funded programs in each NO.
Identify existing unmet needs and recommend urgent child focused interventions for immediate approval.
Determine existing human and material resources, including community, local groups, NGOs, institutions, international organizations etc. who may be mobilized and/or supported in responding to these unmet needs.
Share assessment findings with major stakeholders and other potential partners as agreed and needed.
Support advocacy and mobilization work on behalf of neglected populations, through distributing assessment findings, meetings, and other means to alert WHO, UNOCHA, UNICEF, other UN organizations, as appropriate, and potential donors, through existing networks.
Assist in the preparation and submission of proposals to donors to obtain funding for an appropriate response.
Strategy
The ETL will work with EMU, RO, and IO to help craft and implement the strategic plan for the short-term and longer-term responses to the Ebola outbreak.
To remain actively aware and pro-actively share the strategies of other INGOs, UN, governments, and major institutional donors, and ensure that the ChildFund strategy builds from and into the focus of others.
Recognize opportunities for innovative and collaborative action and create an environment where technical excellence and alternative viewpoints are encouraged.
Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to country-wide strategy development, in support of West Africa regional strategy.
Develop and organize activities to secure resources for programs and facilitate stakeholders to provide support.
Support senior management in the developing and refining the strategic direction of the overall Ebola response in West Africa.
Communications
To write and/or provide direct input into reports in line with approved communications strategy, working alongside the IO communications team.
Security
Ensure compliance with security procedures and policies in consultation with country leadership.
Proactively ensure that team members operate in a secure environment and are aware of policies.
Make determinations and recommendations to office of Global Security on key changes to the in-country security situation as appropriate in consultation with country and regional leadership.
Effective Handover
Submit a comprehensive handover report at the end of mission to the FOSD and RD, following an agreed template.
Duty Station and Expected Travel
Based in Dakar, or one of the affected countries (Liberia, Sierra Leone, Guinea) with frequent travel within and between all countries.
Duration
Six months, with the possibility of extension, starting as soon as possible. Position contingent on funding.
Management and Supervision
The Emergency Team Leader reports directly to the Field Operations Support Director (FOSD/ EMU), and indirectly to the West Africa Regional Director.
Required Skills
University degree or equivalent in relevant field required;
Minimum 7 years of field experience in international relief and development programs, including demonstrable success in managing emergency programs.
Minimum 5 years of senior-level leadership, capacity building and field management experience.
Demonstrated success working effectively and respectfully with host country government, private sector, INGO, NGO partners and other stakeholders in complex environments.
Proven skills in financial and grants management; prior experience with emergency response grant management for both private and institutional donors desired.
Skills and experience in project/program implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.
Demonstrated knowledge of SPHERE and other humanitarian programming standards.
Successful and proven negotiation, communication and organization skills.
Excellent oral and written English skills required; proficiency in French is a plus.
Ability to work effectively with an ethnically diverse team in a sensitive environment.
Required Experience
The successful Team Leader will skillfully represent programmatic priorities of the agency to donors and regional partners while providing effective leadership to the ChildFund Ebola Response team in the response and eventual transitional recovery environment. S/he will be capable of multi-tasking, rapid decision-making, have initiative, drive and a lot of energy, as well as high emotional intelligence, constructive mentoring skills and proven experience with capacity building. The Team Leader will be committed to long-term program sustainability and the delivery of high-impact activities at the community level. Successful ChildFund team members have a strong commitment to teamwork and accountability, thrive in evolving and challenging environments, and make effective written and verbal communication a priority.
