The next dialogue between the Committee on the Child Rights and the Government of Madagascar will take place in 2015. In preparation for this dialogue with State party on implementation of the CRC optional Protocols, UNICEF will participate.
UNICEF Country Office will develop a report specifically for the Committee. The report will be prepared with consultative process including inputs from other members of UN Country Team. The report should focus on the Rights of the Child on the involvement of children in armed conflict and on the Rights of the Child on the sale of children child prostitution and child pornography issues that UNICEF has identified as being of priority concern and which the State Party needs to address. The report will include information on the status child rights strategies and policies, legislation, implementation of those strategies, coordination, resource mobilization, data collection and M&E systems. The analysis will also provide relevant political and recent constitutional changes.
2. Purpose
UNICEF is in position to provide information and recommendations on the general measures of implementation as defined in line with the Reporting Guidelines for CRC and for the Optional Protocols. The report will cover an executive summary with prior observations and recommendations which respond to national realities. The report will complete the State Party Report with factual information as well as analysis, so that the Committee is provided with a more complete picture of the situation of Children in Madagascar.
3. Objectives and targets
The report will include:
Important informational gaps in the State Party report and new developments since the submission of the State Party report, including laws, policies and programs as well as research advancing new knowledge
Positive developments since the previous review by the Committee, showing evidence of Government commitment to realizing the rights of children, including progress in implementing previous concluding observations
Challenges and constraints in the realization of child rights, at various levels, including geographic, ethnic, gender, socio-economic and other disparities, public awareness of and attitudes towards child rights, resources, etc
Specific issues of concern to be raised with Government, including previous concluding observations and recommendations that have not been implemented
Emerging challenges, such as the impact of climate change, the economic crisis, migration, corporate business activities that impact on children’s rights, etc,
Specific categories of children, e.g. indigenous or minority children and children with disabilities, girls and adolescent girls
The entire life cycle, including information on early childhood development and adolescence
The different rights violations experienced by girls and boys in line with the CRC Optional Protocols.
Propose questions the Committee may want to ask the State Party delegation in the List of Issues or during their dialogue
Make concrete recommendations on specific, feasible and realistic actions needed in order to inform the List of Issues, the dialogue with the State Party, and Concluding Observations and Recommendations
Highlight additional technical support that UNICEF and other members of the UN Country Team (UNCT) could provide.
4. Methodology and technical approach
The consultant will be prepared the report with consultative process including inputs from other members of UN Country Team and ensure that all relevant program are consulted and provide their quality and timely inputs. She/he will ensure linkage is done with the shadow report being drafted by members of CSO. The consultant will consult all most relevant documents developed with a relevant information.
The report on the Optional Protocols should be a maximum of 10 pages per protocol and should be in English, the more concise the better. For ease of reference, Reporting Guidelines for CRC and for the Optional Protocols can be used as a guide.

7. Supervision and organization :
She/he will supervised by the Chief of Child protection program
UNICEF will provide a laptop, a cell phone and other equipment,
UNICEF will provide an office space
UNICEF will facilitate access to all relevant data in line with CRC and Optional protocols thematic
UNICEF will facilitate meetings with other UN agencies
8. Estimated costs
Consultant will propose a financial offer. She/he will be recruited at P3 level.
9. Qualifications required :
Advanced university degree (masters or equivalent) in human rights, public or international law, political science, international relations, social sciences, development or similar
At least 5 to 7 years of experience in the field of academic sociological/anthropological research and/or development work
Prior extensive experience in conducting field-based research
Excellent writing skills in English, working knowledge of French required
Excellent analytical skills
Ability to work in team
Prior working experience in Madagascar is an asset

Conditions
UNICEF will cover for travel to and from duty station for consultants recruited outside Madagascar
