The aim of this consultancy is to support the elaboration and
testing of cross-cutting issues manual as part of the overall
improvement of program quality.

Purpose : Since 2002, Save the Children Senegal Country Office (SC
Senegal CO) has been implementing programs focusing on child protection,
child rights governance, education and health through a wide range of
local civil society organizations and governmental partners. In line
with the overarching strategy of Save the Children International,
projects implemented in Senegal also embed global organizational
practices such as the essential standards that are critical to ensure a
sustainable impact and demonstrable quality in interventions. Similarly,
programs also uphold and reflect a set of principles and themes
(Accountability, child participation, gender, MEAL and children,
disability, child safeguarding) that need to streamlined across all its
activities. Although applied in varying degrees, country annual reports
and evaluation findings indicate the use of these principles as basics
of good-quality programming practice. However, cognizant of the
complexity of our operational model coupled with the limited technical
capacity of most of the partners, there is an increasing need to ensure a
systematic integration of these themes in the ways of doing. Although
SCI has already invested on quality documentation, language, cultural
adaptability and complexity stood as barriers to the effective roll-out
of these tools in Senegal. Building the technical and organizational
capacity of the local partners will be the cornerstone of this exercise
to achieve the intended impact. In light of this situation, this manual
intends to bring together practical and tested guidance, exercises and
illustrations from the SCI network and local partners harnessing the
following important advantages:

Improving the quality of our programme design and implementation, making our work more relevant

Effectively build the technical capacity of our staff and stakeholders

Improving our relationship with and acceptance by the communities,
helping us to move towards a true partnership with communities and local
partners

Reducing the risk of harm to children and other beneficiaries that may be unintentionally caused by our interventions

Demonstrating to our donors that we are able to deliver on quality
processes such as accountability in program design and implementation

Mission : Based in Dakar and under the supervision of the Director
of Program Implementation, the Consultant will: • Review existing tools
and manuals developed by SCI and any relevant tools/approaches developed
by the partners • Facilitate a series of discussions to gauge current
practice, knowledge, needs and perception of staff, partners and
beneficiaries • Consolidate the findings into a learning report • Review
and adapt pertinent and relevant modules focusing on key cross-cutting
issues • Facilitate the peer review of the various modules • Incorporate
findings into final document

Deliverables : • Cross-cutting Issues Manual • Feedback session presentation

Qualifications and experiences required : • Relevant professional
experience, including experience in M&E. • Very good knowledge and
practice of at least one of the cross-cutting issues. • Good
organizational skills, the ability to pay close attention to detail and
capable of reporting in a timely manner. • A confident, flexible and
initiative-taking attitude with the ability to work independently, to be
proactive in working with others, a willingness and commitment to work
long hours and/or over weekends and to visit field sites. • Previous
experience with child rights-based programming would be an asset. •
Excellent interpersonal skills and the ability to interact well with
people of all backgrounds, excellent relationship building skills. •
Commitment to and understanding of Save the Children’s aims, values and
principles. • Spoken and written English and French.
