Background:
Active in Sierra Leone since 1998, the IRC supports Sierra Leonean
institutions – government, civil society and community-based
organizations to address local needs. The IRC does this through programs
and partnerships designed to improve the lives of women, youth and
children by implementing Health, Education, and Women’s Protection and
Empowerment programming. The IRC has a country program office in
Freetown, and field offices in Kenema, Kono, Bo, Tonkolili, Port Loko
and Kailahun districts. In response to the epidemic of Ebola Virus
Disease, the IRC is opening several isolation units. Each unit will be
led by a Clinical Coordinator (medical), Environmental Health (EH)
Coordinator and the Isolation Unit Facility Coordinator. All Isolation
Unit lead teams will report to a Case Management Coordinator.
Summary:
The position will provide oversight of non-clinical and
non-environmental health technical functions in the isolation unit. The
Isolation Unit Facility Coordinator will be responsible for all systems
except the clinical and EH technical components to ensure optimal
functioning of the isolation unit as a whole. The position reports to
the Clinical Coordinator.
Responsibilities:
Ensure continuity of all support services in the facility:
Human resources administration and development
* Staffing, training, shift assignments, monitoring, discipline,
recruitment, and retention for up to 150 national and international
staff
* Monitor and oversee all supply chain operations within the facility
* Procurement and replacement, as needed, of all non-disposable furnishings, equipment, and instruments
* Procurement, inventory, storage and distribution of all disposable and renewable medical and stationery supplies
* Procurement, inventory, storage, and distribution of all pharmaceuticals
Health information system
* Hardware, software, clerks, report generation and distribution
* Monitoring of data for trends on performance indicators and jointly identifying avenues for improvement
Security
* Serve as security focal point for all incidents related to the isolation unit
* Work with field coordinator and deputy director of operations to respond appropriately to safety and security incidents
* Supervision of contracted services to include food supply, site maintenance, and guard services
* Manage effective interface with other Ebola response system elements to meet isolation unit performance objectives
* Timely and safe transfer of confirmed patients to referral Ebola Treatment Centers:
* Timely and safe transfer of samples to laboratory and turnaround of results
* Effective intake of suspect cases through alert response teams and
data management coordination with district surveillance office
* Timely and safe transfer of corpses to burial teams
* Collaborate with psychosocial manager to assess and provide relevant psychosocial services to patients, families and staff
* Liaise with partner, Oxfam, to ensure positive effective community
outreach with respect to the isolation unit and Ebola response as a
whole.
* Represent the isolation unit to the case management pillar of the District Ebola Response Center

Required to comply with the IRC’s principles of integrity, service and accountability
Requirements:
* Bachelors degree required, advanced degree preferred
* Previous experience as a field coordinator for a medical project
* Ability to effectively communicate and work as a team member in a cross-cultural environment;
* Strong computer skills with proficiency in Microsoft Office Word, Excel, Outlook, PowerPoint
* Cultural sensitivity
* Detail oriented with the proven ability to meet deadlines
* Ability to communicate clearly and effectively in English; fluency in Krio an asset.
* Flexibility, excellent interpersonal skills
Working Environment:
Security:
The security level for the IRC in Sierra Leone is 3 orange. There is
an ongoing outbreak of infectious disease, common criminality and
potential risk of civil disturbance. The IRC is firmly committed to
staff safety and wellbeing measures are in place in all offices and
guest houses.
Housing:
Housing will be in IRC-rented accommodations.
Length of Assignment: 4 months. Potential to extend. |
