CANADEM is seeking
individuals with previous UN
and international experience who are available for an immediate
deployment to Senegal with WFP for a 3 month contract ASAP.

Duration: 3 months
Background
WFP
operates to the highest levels of international construction standards
while taking account of local constraints and methods of work. In its
operations in West Africa, WFP is providing support to UN sister
agencies and partners across a number of locations, in the fields of
engineering services and construction.
Tasks
The
tasks will include site assessments, preparation of designs, layouts,
procurement documentation, and managing works execution stages for all
WFP requirements in the west Africa generally, and in support of partner
agencies and cluster groups. The candidate(s) will work under
established WFP engineering/construction policies and procedures, and
within the supporting framework of a WFP ngineering team structure.
Base
It
is expected that stand-by partner engineers will be based initially
with WFP Engineering at Rome HQ, under the overall direction of the
Chief Engineer, but may be required to deploy to specific sites,
including the Regional Bureaux HQ at Dakar Senegal or WFP regional
UNHRDs.
In this context, the standby partner engineer will report
to the respective Country Director, but will take technical direction in
relation to all engineering/construction activities from the Chief
Engineer, WFP Engineering. Technical direction and reports may include
issues such as assessments, evaluations and recommendations for courses
of action; evaluation and condition assessments for roads,
infrastructure and buildings in relation; feasibility and environmental
reviews.
General Description of Duties and Tasks
Under
the general supervision of the Country Director, or delegate, and under
overall technical direction of the Chief Engineer, WFP Engineering, RMM
at Rome HQ, the engineering duties required of the successful candidate
Engineer shall include, but not be limited to the following:

Managing and supervising engineering /construction teams, and providing engineering expertise, advice and guidance.

Conducting assessments for sites/lands, construction, transportation and infrastructure needs.
Undertaking surveys of existing infrastructure, and presenting
reports detailing the required scope of work, the associated costs, and
programme impact.
Developing contract packages for construction projects in accordance with the WFP construction manual.
Managing any design consultants and any other third parties involved in the design and supervision of infrastructure projects.

Consulting with appropriate Authorities to ensure timely provision of necessary building consents and authorisations.

Overseeing processes of construction, project risk assessments and mitigating actions, programming and co-ordination.

Monitoring construction progress on a regular basis to ensure progress in accordance with approved work programs.

Researching and evaluating the capacity of local construction market activities.

Overseeing project performance, evaluation and reporting systems, up to project completion;

Inspecting and approving local sources of construction materials, including local borrow pits or materials suppliers.

Ensuring that construction activities adhere to recognised standards
for health and safety applicable for the works, for adjacent
properties, and for all site personnel and the general public.

Other tasks as may be assigned by the Country Director or delegate, or by the Chief Engineer, WFP Engineering.
QUALIFICATIONS
Essential
-
University Degree in Engineering related to Civil and Electrical Engineering,
-
Professional Accreditation to Professional or Chartered Engineer or equivalent status.
-
A minimum of 8 years relevant and progressively responsible engineering experience.
Detailed knowledge and experience of work planning and organisation
Detailed knowledge of construction contract formats and contract management obligations.
Detailed knowledge and experience of topographical surveying equipment, practices and software.

Knowledge and experience of Public Procurement procedures.

Knowledge and experience in Health and Safety systems.
Computer literate including experience of
o Microsoft Project
o Microsoft Office including (MS Word and Excel)
Desirable
-
Experience of working in difficult security environments
-
Experience of working with the humanitarian community.

Post-graduate or Master degree specialisation in relevant engineering disciplines.
LANGUAGES
-
Proficiency Level C of one of either English or French is required.

Proficiency Level B in the matching language of the pair above.
