Since February 2014, Oxfam has opened a field office in
Moissala, and has been implementing a WASH and Food Security response
for CAR displaced and host populations in the districts of Bahr Sara
(Mandoul) and Nya Pende (Logone Oriental), southern Chad. Oxfam’s
humanitarian response targets both CAR displaced people
(refugees/returnees) and host population within 22 villages and intend
to launch response in transit sites of Moyen-Chari region. A specific
advocacy strategy on CAR refugees and returnees updated. Responsibilities of the position
Under
the direction of the Field Manager (line manager) and Advocacy Manager
(technical referent), the Humanitarian Advocacy Officer will carry on
the following main task areas:
Collect information about humanitarian context and protection issues
by visiting refugees/returnees sites or host villages by all possible
existing means: NGOs, SCOs, local authorities, UN agencies etc.
Evaluate capacities and scope of the national partners work regarding
humanitarian advocacy in order to establish common objectives, mainly at
local level.
Attend humanitarian coordination meetings in the South
Assist in the preparation and organization of advocacy training sessions for local civil society partners and Oxfam staff.
Work with team at field and coordination level to identify security
and program–related issue that should be shared or advocated at local/
national/ international level.
Collaborate with managers and team to produce papers on humanitarian
situation and Oxfam’s activities (press releases or position papers/
lobby notes to be published at national/ global level). Organize media
visits or Oxfam communication team visit if needed.
Expériences / Formation du candidat
University-level degree in political science, international law,
international development or any equivalent qualification. Masters
degree would be an advantage.
2-4 years working experience in emergency situations, especially in Wash & Food Sec sectors and displacement context.
Langues parlées du candidat
Strong communication skills, with excellent written and spoken French
able to influence stakeholders on complex issues and work with the media
Qualité du candidat
Working experience in Chad or CAR would be highly appreciated.
Demonstrable ability to work independently, under pressure and to plan
and prioritize work to achieve results within tight deadlines.
Demonstrated experience in influencing government, donors, UN, NGOs
through advocacy at local/ national level, and adapting strategies/
messages to a challenging context.
