The Project Manager is responsible for leading the program: “
Building Resilience of Vulnerable Communities in Burkina Faso”
. He/she will also oversee all Freedom from Hunger operations in Burkina Faso. The Project Manager ensures that all project operations are carried out in accordance with program plans and requirements. He/she supervises the work of a technical team, short-term specialists and local support staff, and interfaces with external partners. He/she is be responsible for establishing and maintaining effective working relationships with project counterparts located in offices in Bamako (Mali) and Davis (California). The Project Manager promotes and represents Freedom from Hunger’s mission and services to prospective funders and partners.
Core Duties and Responsibilities
Lead and manage the project team according to plans, budgets timeline, milestones;
Oversee and provide technical and logistic support for program components including integration of agricultural, nutrition, financial and education services for SG members and research and evaluation.
Identify and capitalize on business development opportunities with agencies;
Lead policy development and serve as liaison between the Africa regional office, local staff, and local agencies and partners;
Represent Freedom from Hunger in Burkina Faso to build and maintain effective relations with all stakeholders;
Manage and coordinate partner accountability;
Conceptualize, design and implement concept notes, proposals and related documents for resource mobilization.
Ensure Freedom from Hunger participation in professional networks, associations and communities of practice.
Manage country office operations, including finances, audits, staffing, legal compliance, registration and filings.
Establish operational planning in coordination with the Africa regional office.
Design and implement the annual work plans and set objectives, performance measurements, standards and expected results;
Assist in recruiting qualified consultants and staff as needed. Oversee partner appraisal and approval;
Lead and manage the project budget preparation and submission;
Monitor and manage the utilization of allocated funds to ensure transparency and compliance with Freedom from Hunger financial policies and accountability framework;
Introduce innovation and best practices to enhance program performance;
Manage the process of developing, capturing, institutionalizing and disseminating lessons;
Produce knowledge products that meet the needs and quality standards of donors and Freedom from Hunger.
Knowledge, Skills, Abilities and Prior Experience
Master’s Degree or equivalent in Agriculture, Development Studies, Business Administration, or other development-related field on resilience. A Bachelor’s degree in combination with qualifying experience of 7 years may be accepted in lieu of advanced university degree;
At least five years of direct senior level experience working with international organizations at the national or international level in the area of agriculture/resilience/adult education and climate change, preferably in Burkina Faso Faso;
Experience managing staff /office /project and operational systems and establishing inter-relationships among international organizations and national governments in the area of agriculture/food security/climate change/ programming;
Experience providing technical and advisory services to partners (NGO) and key stakeholders;
Knowledge and experience with Freedom from Hunger’s systems, methodologies and programming is desirable;
Knowledge and use of technologies in training or financial linkage is highly desirable.
Fluency in French and strong knowledge of English and one national language is highly desirable.
