Church World Service recrute: Project Officer (Consultant)

Church World Service (CWS) is recruiting for consultant Project Officers to lead activities for a pilot project on improving urban refugees' self-reliance. Pending funder approval, CWS will conduct this pilot project in three locations: (1) Yaoundé, Cameroon; (2) Kigali, Rwanda; and (3) Dar es Salaam, Tanzania. CWS is recruiting for one consultant Project Officer for each of these locations.
The project will seek to increase the ability of participants to market their skills and/or business activities, including their ability to assess labor market openings and to make contact with potential employers directly. It also will seek to build employer demand for skilled and qualified refugee labor, through outreach to employers and by tailoring employment-readiness training to employers' actual needs.
The consultant Project Officer be expected to work on this project for eight months, likely beginning in September or October 2014 and subject to project funding approval. CWS expects the consultant to work for 22 days per month during the contract period.
An ideal candidate for the consultant Project Officer will have strong organizational and management skills; and prior experience in at least one, and ideally several, of the following areas: (a) direct social service provision; (b) small business development and/or knowledge of local labor markets and employment practices; (c) training or facilitation; and (d) liaison with local government agencies, chambers of commerce and/or UNHCR.
The consultant Project Officer will be responsible for the following tasks:
  1. Conduct outreach with local employers, chambers of commerce, NGOs and other local stakeholders, to familiarize them with the project's objectives
  2. In collaboration with the Project Coordinator, adapt CWS employment readiness training materials for local use
  3. Identify refugee participants in consultation with UNHCR, local NGOs and refugee community associations
  4. Identify host country participants in consultation with local NGOs, community-based organizations and government agencies
  5. Coordinate and facilitate a two-day training employment readiness workshop for approximately 30 urban refugee participants
  6. Provide three-hours of employment case management services per month to 25 clients, including 15 refugees and 10 host country citizens, for a five-month period.
  7. Develop individual employment readiness plans with clients, and maintain client information and case files in accordance with CWS Standard Operating Procedure
  8. Meet with local businesses and employers federations to identify expectations for employees' performance, and to identify job opportunities suitable for clients' skills
  9. Assist employers by identifying and referring them qualified job seekers, providing useful information or tools for employee relations, and troubleshooting any issues with job performance or adjustment of employees referred through the project
  10. Collect and report quantitative and qualitative information from project activities
  11. In collaboration with the Project Coordinator, analyze information from project activities to assess: (a) impact on refugee participants' economic self-reliance; and (b) potential for replicating or up-scaling similar employment services in other locations
  12. Supervise one part-time case management assistant
  13. Other duties as assigned by the Project Coordinator
Qualifications
CWS seeks candidates with the following qualifications:
• University degree in a relevant subject (e.g., Business Administration, Social Work, Public Administration, Law) • At least two years of prior work experience in a related field (e.g., social services, business development, labor relations) • Knowledge of local employment conditions and workplace norms; existing relationships with local businesses, employers federations or chambers of commerce is preferred • Prior experience working with refugees or asylum seekers and/or knowledge of local laws regarding asylum and refugee protection • Prior experience working with local government agencies, NGOs or community-based organizations, and/or UNHCR • Prior experience as a trainer or facilitator is preferred • Strong organizational and communication skills • Fluency in English • Ability to work on weekends or evenings as needed
