Fonctions et responsabilités
Under the general supervision of the Resident Representative, the Secretary will:
Provide general secretarial assistance to the Office and visiting Bank missions,
Provide administrative support to staff and assist in preparation and logistical planning of Team and Office events.
Draft, edit, proofread, format and finalize documents and presentations to ensure quality of documents before signature or approval.
Support office management and prepare minutes of meetings.
Maintain office records and reference files on Bank Group operations.
Provide support to the Administrative and Finance Assistant.
Perform any other office management duties as required.

Qualification et expérience
:
De formation supérieure type Master ou école d’ingénieur dans un domaine lié à l’eau, l’assainissement et l’hygiène, vous justifiez d’une expérience professionnelle significative dans le génie civile et le forage. Vous avez par ailleurs une expérience dans les projets EAH en milieu rural et urbain ainsi que dans les interventions d’urgence et dans le soutien institutionnel.
Rigoureux, organisé et autonome, vous disposez d’une bonne capacité d’écoute et d’analyse et avez une bonne vision stratégique du positionnement d’ACF dans les projets EAH. Français courant.

I. Background on ACTED
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

ACTED has been present in South Sudan since 2007, and is currently operating in Western Bahr-el-Ghazal, Warrap, Jonglei, Upper Nile, Lakes, and Central Equatoria states. ACTED focuses on emergency and relief works around water, sanitation and hygiene promotion; basic infrastructure; food security and livelihoods; and integrated camp management. All of these interventions continue to provide basic and life-saving assistance to vulnerable populations, specifically IDPs, refugees and host communities.
ACTED has been involved in relief, rehabilitation and development work in South Sudan since 2007, operating from its field base in Western Bahr el Ghazal until the South Sudan independence in July 2011 when the Coordination Office moved to Juba. ACTED South Sudan works in development sector ranging from support to livelihood activities and economic empowerment to engagement with the most vulnerable groups in the areas for promotion of peace and conflict mitigation. Its initiatives in South Sudan have benefited more than a million most vulnerable South Sudanese and refugees in the country.
ACTED has responded to all major crises facing South Sudan and presently is delivering range of programs in Central Equatoria, Jonglei, Lakes, Warrap, Western Bahr-el-Ghazal, and Upper Nile states. The core programs for ACTED include; camp management and coordination, food security and livelihood, shelter, WASH, food distribution, NFI distribution, information management for humanitarian community, women and youth empowerment, and sexual and gender based violence prevention.
Due to the nature of current context, ACTED is heavily engaged in responding to emergency needs of affected population in six states of South Sudan but it also continues to push for the sustainable development efforts and increased knowledge about the chronic issues the country is facing through variety of interventions.
Since the crisis in December 2013, ACTED has been site manager for 4 IDP sites – 2 in Juba, 1 in Bor South, 1 in Awerial – facilitating and coordinating humanitarian response for more than 124,000 IDPs. ACTED focuses on the provision of essential humanitarian services and the improvement of living conditions of the IDPs.
In Gendrassa and Kaya refugee camps in Upper Nile State, which shelter almost 38,000 people in total, ACTED is implementing integrated camp management, with community mobilisation strategy, food security and livelihood, environment, shelter and other service provision such as WASH distribution of Food and Non-Food Items; while moving towards a more sustainable approach with the establishment of cooperatives; commencing sustainable agriculture and environment activities; and youth-based activities.
Through these interventions, ACTED has consolidated its position in camp coordination & camp management, developing more inclusive and representative camp management structures; and developing strong links with the affected populations through its experienced community mobilisation teams. ACTED aims to increase its efforts in influencing policy and advocating for the rights of the most marginalized groups in South Sudan.
ACTED is CCCM NGO cluster lead, as well as the CCCM State Focal Point for CES and Lakes state and has been coordinating and submitting several reports (eg: intention surveys, Displacement Tracking Matrix, site reports, and Resource and Gap Mapping) to the CCCM cluster to feed into decision making processes and ensure targeted and informed operational strategy to other partners on the ground.
Information management activities through REACH gives ACTED a strong advantage in understanding gaps in information, and humanitarian response in our areas of operation. REACH has expanded its mapping methodology to include the creation of interactive web maps and the geo-localization of individual households to enable actors to better identify and target populations within the camps. In addition, REACH is working to improve the collection, coordination and dissemination of information between partners and REACH products have contributed to the planning and coordination of humanitarian action across the country.
III. Position Profile
Under the direct supervision of the Country Director, key responsibilities include:
- Serve as security focal point
- Ensure all new staff are accurately briefed on security procedures;
- Provide all staff with regular security briefings and updates and ensure that all staff follow security procedures;
- Ensure that ACTED’s security management plans are relevant and constantly updated as appropriate and that all staff know their roles and responsibilities;
- Liaise with UN agencies, NGOs and other external actors to gain security information and analysis in the region;
- Conduct regular security and risk assessments for all operational areas
- Write regular security management reports with situational analysis and recommendations;
Ensure that field communications needs are met and that staff are trained in the use of radios and other communications equipment as necessary

Overall Objective
The Area Manager is responsible for managing all activities within Hiraan region activities. The Area Manager contributes to strategic planning and leads in the management of the operations in Hiraan. S/he is responsible for high quality, effective and accountable program design and delivery. The Area Manager retains a high degree of management autonomy. DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for internally displaced in Kenya, Yemen and Ethiopia
The Somalia programme has currently over 300 staff working in seven main field offices, which include Hargeisa, Bossaso, Galkacyo, Mogadishu, Baidoa, Dollow and Beletweyne. DRC Somalia implements broad emergency, and recovery programming including protection, livelihoods and food security, water and sanitation, and governance and other programmes that fall within five pillars of programme namely: Integrated Emergency Response (IER); Integrated Protection and Empowerment (IPE); Community Driven Recovery and Development (CDRD), Turning the Tide (TtT) youth programme; and the Gain Resilience, Opportunities and Work (GROW) programme that focus on rural livelihoods.
Background
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for internally displaced in Kenya, Yemen and Ethiopia. DRC aims to create a synergy between the different humanitarian aid and development projects in the HOAY – both in terms of geographical coverage and types of activities implemented in support of refugees and populations displaced or otherwise affected by conflict, consequences of climate change and natural hazards in the region.
DRC’s mandate is driven by three global strategic objectives within the DRC Assistance Framework: Saving lives and alleviation of immediate suffering among people affected by conflict, Safeguarding, restoration and development of livelihoods, and, Institutional and organisational change that contributes to protection of people’s rights and peaceful handling of conflict.
DRCs current regional objective is to support and strengthen a regional protection framework for displacement affected communities throughout the Horn of Africa and Yemen. HOAY have developed a programme framework specific for the current context in which all projects and programmes contribute. These are five main pillars: Integrated Emergency Response (IER); Community Driven Recovery and Development (CDRD); Turning the Tide (TtT); Gain Resilience, Opportunities and Work (GROW); and Integrated Protection and Empowerment (IPE).
DRC strives to be one of the absolute leading displacement focused INGOs in the Somalia region in terms of relevance, impact and quality. Currently, focus is shifting from emergency programming to an increased pursuance of durable solutions and sustainable livelihood strategies for the displaced population as well as building better strategic, programmatic and operational coherence and synergy across the wider Somalia region.
Purpose
The Hiraan Area Manager’s prime objectives will be to provide leadership and strategic management with a view to position DRC as one of the leading INGO in Hiraan on protection and promotion of durable solutions; oversee the strengthening of DRC’s programme development, quality and accountability framework and be a pro-active partner in the Hiraan strategic and programme development process in close collaboration with the Country Director; Deputy Country Director, other AM colleagues and senior programme staff and advisors,
The AM supervises the senior management team for Hiraan including the Deputy AM, and other national senior staff. The Hiraan operation includes two sub-offices. Currently there is over 60 DRC staff working in Hiraan region.
Key Responsibilities
Strategic management and development:
Contribute to the local and regional program strategy and assist in the development and implementation of pillar projects according to the SPD and Somalia operational strategy. Tasks include: a) lead strategy development, context analysis and set annual plans, implementation and monitoring for Hiraan programme, b) play a leading role in annual program portfolio analyses, c) develop Hiraan strategic initiatives, d) manage strategic partnership and support fundraising and donor contract management.
Program Development and Quality Management:
Responsible for Hiraan programme quality including monitoring evaluation and learning, accountability, partnerships, alliances, communications and programme cycle management, including: a) ensuring DRC policies, standards and approaches are met in programmes, b) Ensuring quality checks of projects, proposals & reports against organisational and donor standards, c) ensure internal and external reporting is completed on-time and to organisational and donor standards, d) ensuring all staff have work plans which are in line with strategic priorities, e) apply performance management systems, and f) ensure standard approaches and learning across programmes and contribution to Somalia learning initiatives
Safety and Security:
With technical support from the Somalia Security Manager and local Safety Liaison officer, responsible for ensuring programs are delivered in a safe and secure manner pursuant to Operational Handbook Chapters 19 & 20, and that all reasonable steps are taken to ensure duty of care to staff. Tasks include: a) work to ensure that security management protocols and procedures are updated, made locally relevant and applied consistently, b) to be overall responsible for ensuring security analyses and safety risk assessments are being done collectively and regularly, c) ensuring that risks to staff, beneficiaries and assets are mitigated through a deterrence, acceptance, protection and program-enabling lens, and d) ensure compliance to MOSS standards and improvement plans in all field offices
Funding, Grant and Finance management.
Responsible for achieving program compliance with quality and accountability commitments. Key actions include a)Maintain excellence in area level Donor liaison, fundraising and proposal development, b) manage area level fiscal function and performance, ensuring compliance to policies of risk management and that all risks are managed within Hiraan, c) ensure agreed standards and indicators are being met across programmes, d) Ensure timely country reporting to Country, e) ensure area internal and donor reports are to the appropriate organisational and donor standards, and f) manage area level finances and master budgets, monitor financial input at area level is to organisational and donor standards, and ensure compliance to internal and external standards
Human Resources and Support Services Management:
Oversight of the HR/Admin, Finance and Logistics teams to ensure effective support for program needs. Tasks include: a) ensure implementation of HR policies and procedures at area level and compliance with recruitment and performance management policies, b) ensure effective Performance management and development of staff, c) ensure consistency and legal compliance with Hiraan requirements, d) ensure that support services are adapting and responding to programmatic needs, c) play a very active oversight role in sensitive areas, such as recruitment, discipline and complaints handling, e) ensure compliance and roll out of DRC brand and use in all communication media, and f) support country level media, digital and corporate communication strategies and initiatives to help DRC achieve its organisational goals,

About DRC
The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty five countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.
The protection and assistance to conflict affected population is provided within a long-term, regional and rights-based approach in order to constitute a coherent and effective response to the challenges posed by today’s conflicts. Assistance consists of relief and other humanitarian aid, rehabilitation, support to return and repatriation as well as promotion of long-term solutions to displacement and its causes. In addition, support and capacity building of local and national authorities and NGOs form an integral part of DRC’s work.

Dans le cadre de notre développement nous recherchons un
Team Leader/Expert Php/JavaScript H/F.
Poste
- Assurer la conception et la réalisation des applications Web,
- Traiter les demandes de maintenance et évolutions en respectant les SLA et les normes de développement en vigueur,
- Développer les modules d’application sous Php avec les frameworks Symfony2, Leaflet, EmberJS, MongoDB,
- Gestion de code,
- Gestion de configuration logicielle,
- Réaliser les tests d’intégration,
- Rédiger la documentation technique.
Profil recherché:
De formation ingénieur ou Bac + 5, vous disposez d'une expérience
d’au moins 4 ans
dans le
développement Web front office et back office ; une première expérience de team leader serait un plus.
Vous justifiez d'une solide base technique
PHP/ JavaScript/ Symfony2/ Leaflet/ EmberJS/ MongoDB
, vous
maitrisez les processus et les outils de la qualité logicielle
, vous disposez d’une
bonne compréhension fonctionnelle
et une
bonne capacité à gérer une équipe
.
Une communication de qualité en anglais et en français est indispensable.

Poste
Vous aurez pour principales missions :
La Responsabilité du pilotage, de la gestion et de l’amélioration permanente de la partie de notre système qualité et de notre système de sécurité de l’information qui vous seront confiées, de manière autonome.
La Responsabilité de l’animation, du suivi et de l’amélioration de plans qualité standard et spécifiques pour les périmètres qui vous seront confiés et sur toutes les facettes de maîtrise de la qualité et composantes du plan (plan , modes opératoires, documents, réclamation, indicateurs, etc).
La Garantie de la conformité avec la norme ISO9001 et ISO27001 en vigueur et l’amélioration et le maintien des simulations périodiques du PCA(Plan de continuité d’activité).
La maîtrise complète du système qualité et sécurité, sur des métiers définis par son manager.
Le pilotage, qui devra s’exercer sur les facteurs suivants : Environnement / Moyens / Humain / Processus
L'Amélioration du système (actions correctives et préventives, mesures, audits, réclamations, revues, optimisation des processus).
Le respect des grands principes de la Politique Qualité et du système de management de la qualité, appliquer les plans qualité standards et spécifiques ainsi que les modes opératoires qui le concernent
Le suivi et des améliorations supplémentaires peuvent vous être confiées par votre management.
