General Description of the Programme

GOAL has been present in Niger since 2005 responding to the food crises of 2005, 2010 and 2012. GOAL Niger has continuously supported the population of Mirriah, Goure, Matamaye, Magaria and Kantache, districts in Zinder Region. Over the years activities have ranged across various sectors through the implementation of community-based programmes mainly in Nutrition, Agriculture, Food security, Livelihoods, Environmental development, rehabilitation of schools in Education and WASH (Water, Hygiene and Sanitation). GOAL is currently implementing an integrated nutrition and livelihoods programming in Zinder region. Through an integrated approach, GOAL nutrition intervention focus on reducing malnutrition in target populations through strengthening the prevention and management of malnutrition and improving food security and diet diversity within the household.

GOAL nutrition programme supports the preventative and curative malnutrition services that includes capacity building of the community to identify, prevent and respond to malnutrition using community volunteers (Relais Communautaires) and GOALs innovative Nutrition Impact & Positive Practice (NIPP) approach including provision of training to health workers in the management of GAM and also enhancing CSI capacity to provide adequate treatment of SAM. GOAL works very closely with the technical services and other key nutrition actors in Zinder Region and also supports the improvement of curative (at health facility level) nutrition services and link CSIs and communities for better coordination of malnutrition management.
General Description of the Role
The Nutrition Programme Manager takes overall responsibility for the implementation of the nutrition component of GOAL Niger’s programme. While in the past GOAL implemented Supplementary Feeding Programmes (SFPs) to address moderate acute malnutrition, Poor community health and care practices has prompted GOAL to pilot a new approach through Nutrition Impact and Positive Practice (NIPP) circles. This combines cooking demonstrations, public health and nutrition education (PHNE) and livelihoods through micro-gardening, and are designed to be community-owned and sustainable. The Nutrition Programme Manager will be responsible for rolling out this project and other nutrition projects.
Currently GOAL is looking for an enthusiastic Nutrition Programme Manager with experience in the management and prevention of under-nutrition to be able to ensure the effective design (in conjunction with GOAL’s Head Office Nutrition Advisors), implementation and follow-up of newly established interventions as well as the provision of capacity building of Nigerien staff.
The Nutrition Programme Manager reports directly to the Country Director and works closely with other programme staff to ensure optimal integration of programme activities where appropriate.
Key Duties
  • Assume overall management of an integrated nutrition project, within GOAL’s Zinder program.
  • Responsible for the oversight of all nutrition interventions implemented or overseen by GOAL including:
  • Management and support of nutrition activities to ensure high quality programming
  • Training, capacity building and subsequent management of nutrition staff
  • Oversight of all monitoring, evaluation and learning activities in coordination with MEAL (Monitoring, Evaluation, Accountability and Learning) team, including review and revision of activities in line with findings
  • Responsible for overseeing the achievement of outcomes and outputs outlined in existing project log-frames
  • Responsible for budget management and timely reporting both internally and with donor(s)
  • Responsibility for internal and donor reporting and technical liaison in-country.
  • Ensure close and active coordination with local partners (Ministries, national NGOs/INGOs, etc.) to assess outcomes and evaluate efficacy of nutrition activities
  • Given the multi-causal nature of undernutrition, guarantee that GOAL’s nutrition programing is tightly coordinated with other sectors to ensure ‘nutrition sensitivity’ is addressed within a multi-sectoral approach, thus maximising potential outcomes
  • Verify that GOAL’s nutrition response remains closely aligned to the needs of any evolution in the context.
  • If necessary, verify that any new nutrition activities look to support short-term emergency needs (when suitable) but ensure that longer-term development activities, tackling the underlying causes of cyclical malnutrition in Zinder, are given a priority focus.
  • Liaison with prospective donors, concept note development, proposal writing (including log-frame and Gantt chart), budget preparation, procurement planning and recruitment of requisite staff. Oversight of the design of any new program materials/ toolkits is a requirement.
  • Oversight and implementation of adequate monitoring and evaluation systems to assess the quality and outcomes of nutrition interventions, including requisite surveys/ assessments (planning to be conducted in strict collaboration with GOAL S&A (Survey and Assessment) / Nutrition Advisors), in line with proposals.
  • Representation of GOAL (as viable) at national and regional nutrition meetings, cultivating close relationships with donors, ministries and other key national stakeholders
  • Closely monitor in-country / regional developments through the Système d’alerte Précoce (SAP, Early Warning System on its French acronym), FAOs Global Information & Early Warning System on Food & Agriculture (GIEWS), FAOSAT, AQUASAT, national / regional Surveys & Assessments, plus Ministry, UN and donor response plans.
  • To be fully conversant with GOAL policies and guidelines, including HR, finance, and administration and security protocols.
  • Any other tasks relevant to the position upon request by the CD or GOAL Dublin.
Requirements (Person Specification)
  • Qualified nutritionist with MSc in Public Health Nutrition/equivalent or nurse with good community nutrition experience.
  • Minimum 3 years’ experience in emergency/development programming with proven management and coordination experience with international organisations and agencies.
  • Proven experience of working with community focused behaviour change nutrition initiatives.
  • Proven experience or exposure to formative research around designing behaviour change initiatives.
  • Strong interpersonal skills and ability to effectively work in a multi-cultural context
  • Proven effective analytical, problem solving and planning skills
  • Experience in liaising with government officials, other NGOs, donors and UN agencies
  • Willingness to travel to underdeveloped/volatile areas of Zinder Region
  • Proven training and capacity building skills.
  • Strong reporting skills
  • Very enthusiastic and able to work extra hours to achieve the objectives of the programme
  • Fluency in French with excellent written and spoken English (essential for proposal writing / reporting)
  • Appreciation of the aims and objectives of GOAL.
Contract duration: 12 months
