UN Office on Drugs and Crime recrute: Consultant (Border Assessment) - Burkina Fasso

In the framework of the UN Integrated Regional Strategy for the Sahel (developed pursuant to UN Security Council Resolution 2056 (2012) ), the United Nations Office on Drugs and Crime (UNODC) implements a programme focusing on capacity building of law enforcement and criminal justice in countries in the Sahel region.

The contribution of UNODC to the UN Integrated Strategy for the Sahel aims at strengthening law enforcement capabilities at key land borders. It is within this framework that UNODC has planned a consolidated assessment on border management in the Sahel region. To conduct this assessment, UNODC requires the services of an international expert to be home based and conduct mission to countries in West Africa, namely at border crossing points in Mali, Senegal, Burkina Faso and Ghana.
Within the framework of this assignment, the Expert will be required to deliver the following outputs:
  • Conduct visits to selected key land border crossing points to assess law enforcement capability;
  • Prepare and organize meetings with law enforcement agencies at their Headquarters and the border crossing points (with support from UNODC);
  • Draft a report analysing law enforcement capabilities at the crossing points, with particular focus on the capacities for targeting and detecting illicit trafficking and transnational organised crime;
  • Make recommendations on measures to strengthen law enforcement capacity at these crossing points, aimed at enhancing intelligence led policing/enforcement and interagency cooperation, with focus in how to improve the efficiency;
  • Provide a detailed overview of roles and mandates of all law enforcement agencies present in the selected border crossing points and analysing their effectiveness;
  • Prepare a validation workshop with all stakeholders (jointly with UNODC);
  • Draft a final report including the recommendations from the workshop.

Profil recherché:

Education: Advanced university degree (Master’s degree or equivalent) in the field of criminology, law, public administration or equivalent academic training/education from a recognized national police, customs or other staff learning college with specialization in criminal justice, crime prevention or law enforcement. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Professional Experience: At least 10 years of relevant and progressively responsible work experience, including a minimum of five years in law enforcement/organized at the national and/or international law level is required. Project planning and management experience is considered an asset. Working experience with the United Nations system is an advantage as is experience in Africa.
Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in French, with proven drafting and communication skills, is required. Fluency in English is an asset.
