FONDATION MERIEUX recruit: WARDS Project Manager - West Africa

GENERAL OBJECTIVE
The WARDS project is funded by the World Bank and implemented by WAHO (West Africa Health Organization). Its objective is to strengthen the regional disease surveillance and response system of the 15 ECOWAS member States
The Fondation Mérieux is in charge of implementing the “laboratory” component of this project.
The project manager has to guarantee the correct administrative and financial execution of the activities.

JOB DIMENSION/CONTEXT
The project manager is located at the Fondation Mérieux West Africa office in Bamako, Mali. He/She will have to travel during at least 30 % of its working time in the ECOWAS countries where the Fondation Mérieux implements the WARDS project. He/She is placed under the hierarchical authority of the West Africa Manager and of Fondation Mérieux training manager in charge of the coordination of this component. He/She will regularly communicate with RESAOLAB coordination team (“Réseau d’Afrique de l’Ouest des Laboratoires”) that works to harmonize laboratories practices in the West African region.

MAIN RESPONSIBILITIES
Make sure rules described in the project documents and contract with the WAHO are respected.
Apply the principles of management defined in the management manual of the project and defined by WAHO coordination team.
Assist the project coordinator in :
- the daily coordination of the operational aspects of the project,
- the monitoring  of the detailed project planning,
- the preparation of periodic reports and
- the follow up of project milestones and indicators
Provide the project coordinator and the West Africa manager with information about progress and any change in the project implementation and deadlines meeting.
Manage the budget and supply regularly financial statements, in coordination with the financial control department.
Draft periodically the funds requests.
Assure the follow-up of the project expenses: collection of evidences and accounting management. Hold the bank and cash register
Pilot the logistics for the project events : mission, trainings, meetings, etc
Follow the working time assigned to the project of the dedicated staff
Make regular communication and coordination with the other WARDS teams (WAHO and other consultants) and the RESAOLAB team

EXPERIENCES, SKILLS & QUALIFICATIONS :
Master degree in Project Management, Economics, Finance/Accounting or connected subject
Proven experience (at least 3 years) in project/program management in international NGOs in West Africa
A knowledge in public health and particularly in the biomedical sector would be an advantage
Good knowledge of accounting standards and legislation (SYSCOA)
Knowledge of the World Bank procedures would be an added value
Excellent writing ability
Ability to work in a multicultural and multidisciplinary team.
Good communication skills, both in English and French. The knowledge of Portuguese would be appreciated. Application of native English-speakers would be thoroughly considered
Excellent skills in computer science (particularly Microsoft Office®, Microsoft Access®) and experiences in using project management and/or accounting computer system.

JOB CONDITIONS and APPLICATION PROCEDURE :
Contract: Short term contract renewable during the length of the project (3 years)
Salary: competitive package according to professional experience
